Goverment refuse to support The Costal Cycling Track Of Ireland

The Coastal Cycling Track of Ireland specifications produces 20 more miles per euro than Bord Failte’s specifications. Yet, Bord Failte refused to support this or pledge money. So I am going after all the directors to get their reasons why.
Here is the inadequate response from a government body bogged down in paperwork. I did not copy and past people involved in making this decision as it is not fair:
Dear David,
Following our phone conversation last week & having discussed your proposal with our Head of Division, *name removed* we are not in a position to support at this time.
We work within the remit of Comhairle na Tuaithe-the countryside council for walking & cycling route development with all key agencies involved with development of infrastrucutre & we cannot support a project outside of this.
We wish you the very best of luck with your initative.
